Here are the steps on how to create an ICS file ( iCalendar ) in Windows using Outlook:

1. Create the calendar item:
a) Open Outlook and create a new calendar item by clicking on the "New Appointment" button.
b) Fill in the necessary details for the event, such as the title, start and end times, location, description, and attendees.
2. Save the item as an iCalendar file:
a) Click on the "File" tab.
b) Select "Save As" and choose a location to save the file.
c) In the "Save as type" drop-down list, select "iCalendar Format (.ics)".
d) Click "Save".
